Allow Chrome kiosk apps to use API to switch input language dynamically

Need an API similar to chrome.input.ime (https://developer.chrome.com/extensions/input_ime) to allow a Chrome kiosk app to switch input language in text fields dynamically. 

Use case is for secure student assessments where students may be expected to input responses in non-English languages in certain text fields.
