Extension controlled indicator menu is partially hidden

bugs: repro steps (I did X and expected Y but Z happened!)
- Install an extension that overrides the startup pages (I attached a manifest that will do it).
- Go to chrome://settings, and look at "On startup"
- Click on the menu next to the "example.com" page.

The menu is partially hidden.  See screenshot.

It may be the same issue.  The behavior is slightly different, but they both boil down to the dropdown menu having incorrect visibility.

Re being unable to install, you need to use a mac or windows machine; the controlling apis are unavailable on linux/cros.
