Detect nearby Bluetooth transmission

Need an API to detect nearby Bluetooth device transmission even if the device has already been paired and is non-discoverable.

Use case is for secure student assessments where the exam provider wants to detect students cheating by using Bluetooth devices for tethering or voice communications.
