Device & User Policy to disable USB ports and daemons running ports

Issue description

ExternalStorageDisabled only disables USB mass storage devices. We need a policy to disable USB ports entirely except for the first external keyboard / mouse.

Use case is for secure student assessments where students should not be permitted to attach any external peripherals to the Chrome device.
