Select scroll bar on high res monitor

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. Click select box with enough options for a scrollbar
2.

What is the expected behavior?

What went wrong?
Scroll bar is half width in recent update. Issue also occurs with input number

Did this work before? Yes ~52

Chrome version: 53.0.2785.89  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

Assuming this issue only occurs with a high res monitor. (Tested on 2016 Dell xps 15")
