What steps will reproduce the problem?
(1) Clear Bad proxy value
(2) Apply WPAD settings
(3) wait for 5 minutes

What is the expected result?
to apply correctly the primary WPAD proxy server

What happens instead?
the primary proxy server is marked as bad proxy and the secondary WPAD proxy server is applied.
