Issue descriptionChrome Version: 54.0.2840.14 (Official Build) f5d17e2adeecce3fcd377685e00a32cad1a16c17-refs/branch-heads/2840@{#158} 32/64 bit OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) Steps: 1. Launch Chrome and navigate to chrome://md-settings. 2. Click on 'Open a specific page or set of pages' under On startup section then click on iron icon to open drop-down menu. 3. Now click on 'Open the New Tab page', scroll using mouse wheel and observe. Actual: After step 3, page does not scroll using mouse wheel. Expected: After step 3, page should scroll via mouse wheel. This is a regression issue broken in M-54, below is bisect info. Good build:54.0.2823.0 Bad build: 54.0.2824.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/524668f2a8ed8d87a049a2dc1e74ff0134c8f82f..f9f1fd0e60fac7837bb0ab0bf28e36761ab2685c?pretty=fuller&n=100 Suspecting: r410435 ?
