Omnibox animation stuck in between for a while on immediately tapping on Sign In option after Learn More link

Android Build Number: 6.0.1/MOB30W
Device: Spice Mi-498

Steps to reproduce: 
1. Launch Chrome> Slide down to Sign-in option under snippets 
2. Tap on Learn more link and then immediately on Sign in option> Observe 	

Observed behavior: 
Omnibox animation stuck in between for a while

Expected behavior:
Omnibox animation should not stuck at all 

Frequency:  
<5/5> 

Additional comments: 
1. Good Build: 54.0.2840.7, Bad Build: 54.0.2840.8
2. This issue is not present on latest M53-53.0.2785.97
3. This issue is seen on Android devices ex. Spice Mi-498 (6.0.1/MOB30W), Samsung Galaxy S4 (5.0.1/LRX22C), Karbonn Sparkle V (5.1.1/LMY47V), Moto G 2nd Gen (6.0/MPB24), Samsung Galaxy S3 (4.3/JSS15J), Lenovo A6000 (4.4.4/Kraft-A6000), Samsung Galaxy J2 (5.1.1/LMY47X), Samsung Galaxy J7 (5.1.1/LMY48B)

This is animation jank that only happens if tapping on two different targets within about 200ms. I don't know the root cause, but it seems like a low priority issue.

What is the ET-Bugs label for?
