Regression: In Switch person window, User name field layout for locked profile is not proper.

Version: 55.0.2851.0 (Official Build) dev 419dd0260fb2102873be9483c09a07be0510ab33-refs/heads/master@{#416559} (32/64-bit)
OS: Windows (7,8,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS)

Precondition: Enable Material Design User Manager flag from chrome://flags.

What steps will reproduce the problem?
1) Launch chrome, Sign in to chrome and go to chrome://settings.
2) From People section, Add/Import a Supervised user.
3) In Main user, click on avatar icon and select Exit and childlock option.
4) Observe the main menu icon in Switch person window.

User name field layout is not proper.

User name field layout should be proper.

This is a Regression issue broken in M-55, below is the bisect info
Manual bisect: 
Good build: 55.0.2845.0
Bad build: 55.0.2846.0

Note: Unable to reproduce the issue in Chromium builds as not able to Sign in to chrome. Hence providing suspect from Chsngelog URL.

I don't think it is introduced by my CL. And I am not sure how to reproduce it.

Alex, what do you think?
