Youtube georestricted content can playback audio with the video being blocked

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Example URL:
https://www.youtube.com/watch?v=zNgcYGgtf8M

Steps to reproduce the problem:
1. My IP location is London, due to company network proxy settings, though I am working from Poland
2. Go to https://www.youtube.com/watch?v=zNgcYGgtf8M
3. Click on the 3 link (counting from the top) from the side bar on the right (suggested videos) - should be Billy Ocean - Caribbean Queen (No More Love On The Run)
4. Wait for the page to load and check if audio is playing

What is the expected behavior?
The url video will load with the message:
"Uploader has not made this video available in your country". There should be no sound playback. I've checked the same in Mozilla Firefox 44.0.2 and no sound was playing.

What went wrong?
The video is being blocked, yet the audio is playing. This happens only when clicking on a video url through the suggested videos sidebar. If you copy&paste the url in the browser or try to use the search functionality in youtube then the audio/video is blocked.
