Chrome will NOT save JS heavy website for offline use. JavaScript tab navigation fails. Works fine via Firefox.

Issue description

Chrome Version       : Version 53.0.2785.89 m
URLs (if applicable) : http://dogfeatherdesign.com/ttn_js/
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox: 48.0.2   <--- Works great!
         IE:

What steps will reproduce the problem?
(1)  Go to the url listed above.  
(2)  In Chrome, --> More Tools --> Save Page As --> Save Webpage, Complete
(3)  Take Computer offline.  
(4)  Open the webpage while in offline mode.
(5)  Click on the different tabs to navigate the tube notcher site.  
(6)  Note the URL and the fail.  

What is the expected result?  The site should have 99% functionality while in off line mode.  All the navigation is done via pure JavaScript. (I'm the page's developer...  I have odd customers. Many of them want to run the tubenotcher from places without internet service...)  Tab navigation code extract:

What happens instead?  For some odd reason, Chrome in off line mode generates the old URL's for each tab click.  

There appears to be something wrong with the Chrome browser Save Page function.  If I do the same thing via Firefox, it works fine.  In fact if I save the site via Firefox, then open it again (offline) with Chrome, it works fine.  The offline thing fails if I save the site via Chrome.  I'm pretty sure this used to work fine a year or so ago.  Now its a fail.  

Is this intended behavior?  I hate that I have to tell my customers... you have to use Firefox for this next step, it won't work in Chrome.  You guys have always been awesome.  What's up here?
