Regression: Weird size of warning/error icon is observed on chrome://md-settings/help

Version:55.0.2851.0 (Official Build) 419dd0260fb2102873be9483c09a07be0510ab33-refs/heads/master@{#416559} 32/64 bit
OS: Windows (7,8,10)

Pre-condition: Change the System date to set it somewhere in the past year (for eg 1.4.15)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/help
2. Reload the page and observe warning/error icon.

Actual:Size of warning /error icon is not proper.(i.e. size of warning icon got shrinked)
Expected: Size of warning /error icon should be proper.  

This is regression issue, broken in ‘M 55’ and below is ChangeLog:

(Unable to narrow down the range using tools since issue is not reproducible on chromium builds)

Suspecting: r416117 ?

Good Build:55.0.2846.0
Bad build:55.0.2847.0

Kindly help to re-assign, if your changes are not cause for this issue.

Note: Issue is not seen on Mac and Linux OS.

I'm not seeing this effect in the current dev build.
Is it still happening for others?
Is it specific to platform?

Please try inspecting the icon and checking the icon size.
For me, the icon is 20px by 20px. What are the actual vs.
expected sizes?

Above issue is still reproducible on Latest Canary Version:55.0.2853.0 (Official Build) 1f38554c02bb4e0c9de35a53ce617931d0c3da08-refs/heads/master@{#416812}.
