Feature Request: Don't sync files that are cut and pasted into a Drive folder

Steps to reproduce the problem:
1. Open Files app
2. Select file and Ctrl+X 
3. Paste into Drive 

What is the expected behavior?
File is moved into Drive sans offline syncing

What went wrong?
File is synced for offline

Did this work before? No 

Chrome version: 53.0.2785.87  Channel: beta
OS Version: 8530.77.0
Flash Version: Shockwave Flash 22.0 r0

Why sync files for offline when you implicitly want them cloud only by 𝘀𝘢𝘡𝘡π˜ͺ𝘯𝘨 them in the first place?
