Display flicker when entering detached mode

Project Member Reported by sdy@chromium.org, Sep 5 2016

Issue description

Version: 55.0.2850.0
OS: macOS 10.11.6
Hardware: MacBook Pro (Retina, 15-inch, Late 2013), 2.6 GHz, Intel Iris Pro + NVIDIA GeForce GT 750M

When the system enters what I believe is called detached mode — correct me if I'm wrong: it's when a video is being shown, full screen, with no other layers — there's sometimes a quick-but-ugly flicker of what appears to be the video, but scaled or positioned very wrongly, for about a frame.

I don't see this in Safari.

Sorry for the spam — I was making a screen recording for another bug and apparently this gets captured (which I didn't expect). Interestingly enough, the video in the recording freezes when we enter this mode (probably not a bug?).

Actually, I've seen this happen a few times since this got pushed to stable, too. Not sure what the root issue or the fix will be.
