Steps to reproduce the problem:
1. go to url: https://chrome.google.com/webstore/detail/popup-notes/pakngoacmndjaomplokegbepmohpfofb?hl=en-GB&gl=IN
2. install the extension
3. notice the error.

What is the expected behavior?
extension should get installed

What went wrong?
Extension failed to install and I got this error:

Package is invalid. Details: 'Could not load icon 'images/icon19.png' for browser action.'.

I created this extension https://chrome.google.com/webstore/detail/popup-notes/pakngoacmndjaomplokegbepmohpfofb?hl=en-GB&gl=IN
and tested it locally before publishing it to the chrome webstore. It was working properly then.

As far as I can tell, this extension is packaged incorrectly; I'm not sure how it got through the store approval process. It is currently being delivered as a CRX file which contains:
  
 - manifest.json 779 B
 - Popup_Notes_Chrome_Extension_Publish.crx 42 KB
 - _metadataverified_contents.json 1548 B

As far as I know, the files in the inner CRX file should not be in an embedded CRX and should instead be in the root folder of the extension itself.

When submitting your extension to the store, can you try putting all of the files in the ZIP *without* creating any CRX packages yourself?

Adding original package as downloaded from the Store for future troubleshooting by the Store team if fixing the package resolves the issue for you.

That's true. I wasn't supposed to include CRX file in zip. Instructions were not cleared to me.

I uploaded again with creating zip with the file structure. (https://chrome.google.com/webstore/detail/popup-notes/pakngoacmndjaomplokegbepmohpfofb)
The issue is fixed now.

Sounds like things are working as intended, modulo the fact that we didn't warn on upload.  James, is this something the webstore can/should look into separately?

Yes, it sounds like we should be throwing a warning message on upload here. I'll file an internal bug to track this on the webstore side. Thanks for the heads up!
