xml:lang in XHTMLs are ignored

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. (optional) Install Advanced Font Settings and assign easy-to-spot fonts for the target script. Say, assign a serif as a sans-serif in Zyyy so the changes will be easy to see.
2. Open the provided XHTML page. Observe the font selection status.
3. Bring up the F12 menu, manually add the HTML-ish attribute lang=zh to the <html> root element.

What is the expected behavior?
Step 3 should not make any difference if Chromium is correctly using xml:lang and the languages specified by the two means are the same.

What went wrong?
Step 2 now shows font selection as if no language attributes were specified (Zyyy?), so I assume that means xml:lang is not working.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No

Does this work in other browsers? Yes
