Allow adaptive fetching rates for server-side content suggestion on New Tab Page

Currently, every user fetches server-side suggestions for New Tab Page at the same rate. This cannot scale to 100% stable. 

We need adaptive rates so that users who rarely scroll below the fold do not strain the server.

We also need to make sure that old suggestions are never deleted before new suggestions are downloaded so that there is always some content for the peeking card.
