Add request throttler and data usage measurements to fetching of favicons

Chrome New Tab Page for Android issues requests to server-side favicon service. These requests are not throttled and do not contribute to NTP data usage measurements.

Throttler is not needed, data usage measurements is done (for the new code path, still waiting to launch to Stable).
