This sounds like a problem launching child processes to me, rather than a network issue. Could you try running Chrome with the following command line optionsm to see if any of them helps, to help diagnose the issue? "--no-sandbox", "--disable-gpu-sandbox", "--single-process" Tentatively attaching navigation and sandbox labels - not sure what the label is for just process creation.
