Timezone will not stay on proper timezone, reverts to central after a day or so from setting it to eastern

Reported by chase...@gmail.com, Sep 5 2016

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8350.68.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36
Platform: 8350.68.0 (Official Build) stable-channel auron_yuna

Steps to reproduce the problem:
1. just set the proper time zone
2. wait
3. wala...observe you are now in the wrong timezone, per CB

What is the expected behavior?
We'd like it to behave itself, perhaps you could spank it

What went wrong?
Sometimes you never know what went wrong, you try your best to raise a good Chromebook, and one day it just rebels. Perhaps not enough diligent Chromebook rearing.

Did this work before? No

Chrome version: 52.0.2743.116 Channel: n/a
OS Version: 8350.68.0
Flash Version: Shockwave Flash 22.0 r0

Components: -Services>Sync
It isn't clear this is a Chrome Sync issue, but rather it seems like a ChromeOS issue. I can't seem to find a relevant Component to set this bug to, sorry! Removing Services>Sync component.

There seems to be quite a few other people with the same problem as you, perhaps you may want to try following some of the suggestions on https://productforums.google.com/forum/#!topic/chromebook-central/DsQFOyrzLKQ
