Design test framework to automatically test permission prompts for new permissions

Issue description

When adding a new permission, it should be simple to add tests that ensure the prompt/infobar for that permission works correctly. It should only require implementing a function which tests whether or not the permission is granted and checking the output of that function when allowing/denying/dismissing a prompt. Ideally these tests would run on both Android and Desktop.

It seems that the related CR has added a way to easily add tests for new permissions. Closing this bug as fixed.
