Can't rearrange monitors in Material settings

Issue description

Chrome Version       : 53.0.2785.87 beta (64-bit)
URLs (if applicable) :chrome://settings/display
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:FAIL
    Firefox:FAIL
         IE:FAIL

What steps will reproduce the problem?
(1) Enable Material Design settings.
(2) Plug in an extra monitor to a Chromebook.
(3) Try to rearrange monitors in the material settings page.

What is the expected result?
Moving monitors around to suit the physical location/have the desired work space.

What happens instead?
You can drag the monitors with the mouse, however when you release the screens snap back to where they were, preventing any customisation of the monitor layout. 

Please provide any additional information below. Attach a screenshot if
possible.
- Tested on an HP Chromebook 13. 
- Moving monitors is fine in normal settings.
