Gamepad limitations of 4 controllers blocking for VR scenarios

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36 Steps to reproduce the problem: 1. Plug in 2 Gamepads 2. Plug in 1 Oculus Remote 3. Plug in 2 Oculus Touch Controllers What is the expected behavior? 5 Gamepads What went wrong? We have a limitation of only 4 Gamepads. Existing Gamepad is focused on "standard" mapping controllers, but VR relies on many smaller controllers with positional tracking to operate. We currently don't have a way to express all of the necessary controllers. Did this work before? Confirmed on OSX version 57.0.2936.0 Plugined in 5 controllers. All of them show up in firefox. Chrome only shows 4. There are native games that use at least 10 that I'd like to see ported or competed with in HTML. Hoping Chrome removes the limit (not just increase it, remove it)
