Enable V8-based proxy resolver in single-process modes |

Issue descriptionCurrently it is disabled, and there is a fallback to system proxy resolver in such cases. It *should* be possible to turn it on as it uses a combination of v8 lockers and an independent isolate from Blink. However when I last attempted this there was an error that I didn't have time to investigate and at the time decided to just revert it (see issue 474654 for details).

Another concern is that if per 474654 there is a problem with the isolate "isolation", then the command line flag --v8-pac-mojo-in-process is also broken and needs to be disabled. Since it similarly will exercise this code
