touchscreen zooming does not trigger the zoom indicator (magnifying glass icon) in the URL bar

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
find a Windows computer with a touchscreen and zoom in a website using your fingers on the touchscreen

What is the expected behavior?

What went wrong?
the purpose of the magnifying glass icon that appears in the URL bar when you zoom in or out is to indicate that the page is not at 100% zoom, but when you zoom in with a touchscreen, the magnifying glass not appear. I understand that touchscreen zoom is different from the 'normal' zoom that is available to all chrome users, but the magnifying glass icon should still appear in the URL bar when you zoom in using the touch screen. 

The magnifying glass appearing in the URL bar when a user is not at 100% zoom level is one of Chrome's nicest and smartest little features and has helped a lot of people, it should also apply to touchscreen zoom even though touchscreen zoom is different.

I have Dell XPS 15 with 4K touchscreen, Windows 10, Chrome 58, using on 200% DPI scale. Zooming on touchpad works as expected - the screen goes bigger and the zoom indicator changes zoom level accordingly.  
But when zooming using pinch to zoom directly on the screen, it zooms, but the Zoom indicator stays on 100%. It's like touchscreen zooming goes through diffrent pipeline than standard touchpad/Ctrl+ +/- zooming.
Yes, touchscreen zoom is indeed different and separate from 'normal' zoom (touchscreen simply scales where as normal zoom reflows) but it should still trigger that zoom indicator. I'm surprised they still haven't done this because it's pretty important 
Something I think should be added here: in Edge, when you zooming in using the touchscreen, scroll bars appear. (see attached screenshot) This is a good thing! But in Chrome, scroll bars do not appear when you zoom in via the touchscreen. So when you zoom in a webpage via touchscreen in Chrome, the URL magnifying glass indicator doesn't appear AND scroll bars don't appear either! This should be addressed

sorry for double posting but the title of this bug should probably be changed to "touchscreen zooming does not trigger the zoom indicator (magnifying glass icon) in the URL bar or scroll bars"
