Video doesn't go into fullscreen, the site blocks scrolling instead

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Open the provided URL.
2. Scroll down a little and wait for the Twitter embed to load.
3. Click play on the video in the Twitter embed.
4. Click the fullscreen icon

What is the expected behavior?
The video should go into fullscreen mode.

What went wrong?
The video doesn't go in the fullscreen mode. Instead, the whole site is scrolled to top and scrolling is blocked; the rest of the interaction with the page seems to work.

Pressing Esc exits the fake fullscreen mode and returns back to the previous page state.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.89  Channel: stable
OS Version: OS X 10.11.6
Flash Version: Shockwave Flash 22.0 r0

It seems to work fine in Canary 55.0.2849.0. It doesn't work in Chromium 53.0.2785.70 & 54.0.2824.2.

This bug is quite annoying and Chrome 55 will be released only in about ~12 weeks; any chance of backporting any fix that was applied to Chrome 55?

Reproduced on Linux so seems non-OS specific. Right people and labels are assigned so moving from Untriaged->Available.

Took a look in the inspector, seems like a dupe of  issue 631245  that I fixed very recently.
