Horizontal scroll bar fixed on left side on wide-lined sources

Reported by iczubakc...@gmail.com, Sep 4 2016

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.92 Safari/537.36

Steps to reproduce the problem:
1. Open DevTools
2. Select or create a source code in Source that has at least one line longer than the width of the window
3. The horizontal thumb keeps fixed on the left side of the scroll bar

What is the expected behavior?
The horizontal thumb should move in the scroll bar according to the position of the viewed source as respects to its width

What went wrong?
The thumb keeps fixed on the leftmost side of the scroll bar

Did this work before? N/A

Chrome version: 53.0.2785.92 Channel: stable
OS Version: Linux Mint 17.3
Flash Version: Shockwave Flash 22.0 r0

The scroll bar functions normally, you can do the drag movement on it and it responds, but the thumb keeps fixed on the leftmost side of the scroll bar

It seems to work properly in Chrome 55. As far as I'm concerned, this issue can be closed as solved.
