Clicking "upload album art" button in Google Music does nothing (works in Edge)

Chrome Version       : 54.0.2840.8
OS Version: 10.0 (Win 10 anniversary x64)

Visit Google Play Music on an account with an album in the library.  Edit one or more songs' details and click the small "upload" (up arrow) icon on the album art.  In Edge, this triggers a file picker.  In Chrome, nothing happens.

I don't know what component to put this in, someone please triage better.

I confirmed non-MouseEvent with type="click" is dispatched to input[type=file].

This is b/30915352 and it has been fixed last week.

The play team was dispatching a click event that isn't a MouseEvent. I've inquired about the staging of this change into production.
