Allow the Chrome App Launcher to search the Play Store for apps that aren't installed on the device.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8743.4.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.6 Safari/537.36
Platform: 8743.4.0 (Official Build) dev-channel samus

Steps to reproduce the problem:
1. Search for an Android app that isn't installed
2. You'll see maybe a link to install something from the Webstore but no playstore

What is the expected behavior?

What went wrong?
Searching for Android apps is more inconvenient and not consistent.

This feature has been implemented. Uninstalled android apps can be searched from launcher.

1. Open launcher using search key
2. Type any android app name (installed or uninstalled) and results will be shown
