Typepad site header overlaying text over navigation section

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8530.69.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.81 Safari/537.36
Platform: 8530.69.0 (Official Build) beta-channel peppy

Example URL:
http://www.technewsradio.com/

Steps to reproduce the problem:
1. Go to the site on my Chromebook and see the overlay
2. Go to site on Chrome on Windows, Andriod, & iPhone no problem
3. 

What is the expected behavior?
No text overlay.  It also happens on several other TypePad sites I have.

What went wrong?
Text is overlayed.  I can't say when this happened but it was been this way for a couple of weeks or more.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.81  Channel: beta
OS Version: 8530.69.0
Flash Version: Shockwave Flash 22.0 r0

I have a help desk ticket in with TypePad.  Every change they have asked me to do with their CSS & templates hasn't worked yet.

Can you try disabling all extensions and restarting Chrome?
Yes ... I disabled all extensions and restarted chrome with no change to the rendering.  I also re-started the whole chromebook and tried that without any change.
Can you try testing in incognito mode and if that doesn't help creating a new Chrome profile and testing there?
I am getting the same behavior in incognito mode and in guest mode.
Can you open Chrome's developer tools console and paste any error warnings or alerts here?

1. Press Ctrl+Shift+I to open Chrome developer tools
2. Click the Console tab at the top
3. Check for any error warnings or alerts
The Chrome Developer Tools is reporting on (www.technewsradio.com) the following "2(index):2462 A Parser-blocking, cross-origin script, http://b.scorecardresearch.com/beacon.js, is invoked via document.write. This may be blocked by the browser if the device has poor network connectivity."
Since this error is present in the Chrome developer tools console and the website works properly in other browsers, this issue may be a duplicate of  issue 643054 .
I just looked at  issue 643054  ... it is for Chrome on Windows.  My error is only happening on Chrome on my Chromebook.  I went to the website listed on 643054 and I am not seeing the same errors reported in that post.

Unrelated to the document.write intervention: this is a warning, nothing is being blocked as long as there is no subsequent error in the console (e.g. ERR cache miss on the script mentioned in the warning).

I gave it a quick check but I don't think this is related to blink->loader.

I just verified that the stable channel is working as expected on the TypePad sites (www.technewsradio.com, www.chvrchespodcast.com).  But my system which is on the Beta channel is have issues with regards to the HEADER sections (Text and or Graphics).

Status: WontFix (was: Unconfirmed)
The banner element has a hard-coded height yet doesn't set the overflow to hidden resulting in this behavior.

Removing the following (incorrect) rule fixes the problem:

#banner {
    height: 80px !important;
}
