MD User Account Button: Regression - Hover button dimension is not consistent

Issue description

Version: Chrome 55.0.2848.0 canary (64-bit)
OS: OSX 10.11.6
MacBook Air 11" - NonRetina

What steps will reproduce the problem?
(1) Check the dimensions of the Hover button.

What is the expected output?
It could be either 24pt or 26pt on all sides.

What do you see instead?
Horizontally it is 26pt and vertically it is 24pt.

Please use labels and text to provide additional information.
This is a regression after https://codereview.chromium.org/2286993002.

I'm confused, the specs said it should be 24 x 28, not consistent. Anyway I'll make it a bit wider.
According to the spec in c#11 of  issue 590917 , the icon should be 20x20 and the button itself should be 25x25. I assume the odd number allows the 20x20 icon to appear to be centered (which would mean the icon would appear off-center within its 20x20 box).

Looking at Canary the icon appears to be 16x16, and the button 26x24.

OK, spqchan@ set me straight - the specs are in c#17 of  issue 590917 . There, the button hover dimensions are 28x24, and the icon is 16x16. Canary matches these specs.
