chrome 53.0.2785.89 m "This extension may have been corrupted"

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. update chrome x32 chrome 53.0.2785.89 m
2. I saw my extension become disabled
3. "This extension may have been corrupted"

What is the expected behavior?
it always was enabled

What went wrong?
the extension will be enabled

Did this work before? N/A 

Chrome version: 53.0.2785.89  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 22.0 r0

1. I install chrome extension as build-in in install packet.
2. It still works on chrome 53.0.2785.89 beta-m (64-bit)!
3. if I remove "key": "MIIBIjANBgkqh...." ket from manifest then the extension loadable.
what is the problem?
