Heading nav reports "no headings"

Reproduction Steps: 
1. b/ for Buganizer > find a bug assigned to yu, needs to be verified, etc. 
> ENTER to oepn bug
2. search+h or shift+search+h for next/prev heading
3. no headings are found, but after pressing tab--headings are found

See blockedon bug for more details (longstanding reparenting issue). I can get this to reproduce on Mac as well with VoiceOver. It appears to have a timing component to reproduce; VO recognizes top levle headers (outside of the dynamic areas on the page) and only sometimes jumps into the <author> headings. If you place VoiceOver focus within the page before load, this almost always reproduces.
