Chrome InCognito Active Window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. Open InCognito Window
2. Add at least two tabs
3. It's hard to see which Tab is active/focused on.

What is the expected behavior?
Clearly show the active tab.

What went wrong?
Dark theme ruined it?

Did this work before? Yes Before Material Design.

Chrome version: 53.0.2785.89  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0
 
There is a less pronounced but still noticeable difference for me. The active tab is dark black while the non-active tab is darker blue. If you can't see the difference easily enough, try turning up your screen brightness or contrast.
Thank you. Brightness is actually 100%.. :)
I'll adapt, somehow, I guess...

estade@: thoughts? This might be wai, but someone bugged me about it IRL and I agree that it's harder to pick out the active tab on Windows than Mac (see screenshots).

yes, I believe it's WAI. +cc our designer sgabriel so he is aware of this feedback, but also WontFixing it.

Adding chrome designers.
We might want to revisit the contrast of the frame vs. inactive tabs in incognito. 
I'll re-open for now. We might want to take some hints with what we are doing on iOS.

It sure does look different and noticeable on Mac.
Hope you can fix this.
Popular "fix" to correct this behavior on the net is to set the Chrome flag "Material design in the browser's top chrome" to Non material. What functionality is lost by changing this setting? 

Also, when people are resorting to a hack to get around this "feature", it might be prudent to look into it. FYI, when the active page has a white background, the color of the tab bar is hardly noticeable. The screenshots attached in the previous comments only show new tab page instead of some content. Have a look at the screenshot I attached.

If we want to act on this, we need to make the active theme for incognito lighter. However, finding the threshold of what's enough without degrading the initial intent of getting the incognito theme dark seems a very subjective endeavor. I'll leave this to the Chrome team to re-open as they see fit but the current color scheme WAI in the current context, for both Win and Mac.
Is there any other visual hint which may be introduced if there is reluctance on changing the color scheme? Say changing the color of font of title of the tab (making the non active tabs a bit dull) or say hiding the Tab close button on all the in active tabs and showing only on the active tab?

To be honest, doesn't it seem like most of the feature requests get closed as WontFix?
It sure seems that way. This request is fairly legitimate.
There were numerous times in which I closed the wrong tab and felt frustrated.
Maybe Google Chrome just isn't the only way.
Comodo Dragon, for example, behaves much differently.
