Security: The green padlock icon of twitter.com with different URl

Operating System: Windows 7

REPRODUCTION CASE
1. Launch chrome and navigate to https://t.co/nfqck54YhT
2. Address bar shows http://krash.in/flash0day.rar but with the green padlock icon of https://twitter.com (Twitter, Inc. [US]).

I am unable to reproduce this on stable version.
