Issue descriptionMode: force_next Version: 54.0.2840.6 Reproduction Steps: 1. chrome://extensions 2. search+h to an extension 3. Tab will go to the banner (dev mode or load unpact ext), but focus should have gone to the first tab-focusable element after the extension heading per #2
