Timeline event aggregation is misleading when JS sampling is off

Project Member Reported by caseq@chromium.org, Sep 2 2016

Issue description

0. Navigate to forbes.com
1. Open DevTools, switch to Timeline
2. Disable all category checkboxes (especially JS Profile")
3. Make a recording of a few seconds
4. Select a range of exactly one second
5. Switch lower pane summary and ovserve scripts are ca. 17-25% of the overall usage
6. Switch lower pane to bottom-up (or call tree), remove all grouping

Observe that the total time spent in Scripting category does not match that of the overview summary.
This is because we think FunctionCall & co are "non-essential", and this does not make sense when profiling is off. See https://cs.chromium.org/chromium/src/third_party/WebKit/Source/devtools/front_end/timeline/TimelineTreeView.js?rcl=0&l=456 for details.
