Update to latest hunspell

As far as I understand, hunspell now lives at https://github.com/hunspell/hunspell - we should update chromium to use the version there

+phajdan.jr to confirm this is the right repo :)


Ideally, I'd like us to just pull the github version via DEPS, but we'd need to upstream our patches first. Let's update to latest first.
