Text not showing up on certain occasions

Issue description
Chrome Version : 52.0.2743.116 (Official Build) (64-bit)

Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari: The webapp component of our site is chrome only so Safari can not make it to this page
Firefox:The webapp component of our site is chrome only so Firefox can not make it to this page
IE:The webapp component of our site is chrome only so IE can not make it to this page
What steps will reproduce the problem?
The problem is happening occasionally and is has been very tricky to reproduce. It is happening in bootstrap modals and tabs in the two spots we have seen so far.
(1) When opening the modal or switching to the tab the text will intermittently not show up on the webpage even though the css is correct (text color is white as in the files below)
What is the expected result?
The text will be visible.
What happens instead?
The text is not visible until either toggling the color in the dev tools off and then back on or resizing the window until a redraw.
Please provide any additional information below. Attach a screenshot if
possible.
Attached are some screenshots.
"Screenshot.png" - Shows the divs location on the screen without the text
"styles" and "Computed styles" - show the css attributes to the html item and show that the "color" attribute for the text is set to white.
If there is anything else I could attach let me know and I can attach it on the next time seeing the issue! Sorry for not being able to pin down reproducible steps.

Hi we were able to reproduce the issue with all extensions disabled. I have attached a screen shot showing the disappearing text (should be above the copy text to clipboard area) and another to show the chrome extensions list. Chrome version is 54.0.2840.99 m Windows version is Windows 10 Education, Version 1607, OS Buid 14393.479, 64 bit

Can you open Chrome DevTools by pressing Ctrl+Shift+I on your keyboard and seeing if there are any error messages?
