Remove mousedown untrusted select event processing via SDK quirk

To fix  issue 642698  we have had to add a check for all WebView's generically. It wasn't done in this fashion for ease of merging into a M53.

This should be phased to be a target SDK quirk so that in the future we can remove this code entirely.
