Chrome UI jumps/oscillates of one pixel vertically when hovering elements one the page

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.89 Safari/537.36

Steps to reproduce the problem:
1. Have Windows DPI scaled to 125% (or greater maybe)
2. Have hardware acceleration activated
3. Hover a few clickable elements on websites

What is the expected behavior?
The window shouldn't move this way (it should remain not moving).

What went wrong?
The interface wriggles of a pixel vertically. Also you can see that when in "standard" position, the window is 1px too low.

Did this work before? Yes On a previous version of Chrome and before clean install of Windows 10 (if meant working fine)

Chrome version: 53.0.2785.89  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 22.0 r0

I already checked drivers, all are up to date. Using Intel HD 520 graphics. Also checked lots of options in Windows and Chrome. Tried reinstalling. When no DPI scaling or disabling hardware acceleration, works fine (but thereby Chrome becomes less smooth).

Hi,

I don't know how it works here on that forum, but has anyone taken a look at this issue ? It has been 2 months since I posted this and got no answer ..

It is really disappointing to not be able to use hardware acceleration on Google Chrome (some pages are very slow and some are not working like html animations and others) ..

Also I tried installing Opera, which gave exactly the same results. Since it also is based on Chromium, I guess it is the source of the issue.
