Pixel2 get slow/unresponsive at times

Issue description

a Pixel2 device get unresponsive/slow frequently

Moving the cursor would randomly stop working, and later in 10s our moves would be executed on the screen.

Feedback was sent from the actual device with string: "Pixel2 freezes 1598848"

I briefly scanned the logs and still don't see anything obvious. It would be useful to describe what how to reproduce getting into this state. (Which tabs to open, hope many, etc.)

Only 6 or 7 tabs when it freezes according to the affected user.
Any tool we could use to have some persistent logging ?
