Steps to reproduce the problem:
1. enable dev tools (Ctrl+Shift+I) and enable device emulation (Ctrl+Shift+M)
2. open any responsive website with a dropdown element

What went wrong?
Dropdowns can't be expanded or just show a black window instead of the list popup.

Is it a problem with a plugin? No 

Did this work before? Yes <= Chrome 52.*

Does this work in other browsers? Yes 

Chrome version: 53.0.2785.89 m (64-bit)  Channel: stable
OS Version: 10.0

It's not working in the latest Canary (55.*) as well. It's the same behaviour on all tested PC's in our company.
