Chrome viewport is rendering 1px on the right screen when the window is maximized on the left screen

Reported by tard...@gmail.com, Sep 2 2016

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2743.116 Safari/537.36

Steps to reproduce the problem:
1. On a dual screen layout with a left and right screen.
2. Put a maximized chrome window on the left screen
3. The right screen will have a thin border rendered on the right screen.

What is the expected behavior?
Nothing should be seen on the right screen

What went wrong?
A thin border is seen on the right screen. It's hard to see on the screenshot but the tilebar stop at screenchange but window content continue 1 pixel.

Did this work before? N/A

Chrome version: 52.0.2743.116 Channel: stable
OS Version: 10.0 Anniversary
Flash Version: Shockwave Flash 22.0 r0

It may have to do with dpi zoom factor. I have 3 screen : 1 at 200% zoom on the bottom and 2 screens (left and right) at 100% zoom.

Only the inside of the window is leaking, the title bar stop right where it should stop.

Latest stable build(54.0.2840.71 m) has made this issue even worse. The window is now bleeding on all sides (see cropped scroll bar, UI on top and under the start menu in enclosed screenshot).

Part of the issue seems to comes from the fact Chrome is using zoom factor from main screen. Every screen with a different zoom factor from the main screen will have issues.
