Extensions.Update* Histograms Are Unowned, Some Unmapped

The histogram 'Extensions.UpdateCheckUrlLength' is present in Chromium source
code but does not appear in histograms.xml. This means that data is collected
for the histogram but nothing useful is done with it.

The histogram was defined in
extensions/browser/updater/extension_downloader.cc at line 433.

It may have moved by the time you read this.

Please remove the histogram 'Extensions.UpdateCheckUrlLength' from the source
code. If it was very recently added, it may be worth adding it to
histograms.xml instead, but probably not.

This bug was automatically assigned based on git blame information. If you
are not the correct assignee for this bug, please delete the histogram
anyway.

Hey Devlin,

I notice that some Extensions.Update histograms are unmapped (not listed in histograms.xml), like the one reported in this bug, and all the ones that are listed in histograms.xml are unowned.

Can you please audit all UMA_HISTOGRAM("Extensions.Update...") calls and delete the unused histograms and add descriptions and owners to the useful ones?
