OS: Windows (7,8,10),Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://md-settings/searchEngines or any subpage.
2. Resize the browser window and observe.

Actual:Horizontal scrollbar is not visible for subpage after step 2.
Expected: Horizontal scrollbar is should be seen for subpage

This is regression issue, broken in 'M 55' and below is narrow bisect:

Note: Issue is not seen on Mac OS.
