[MD Settings] Unable to edit the added address after double clicking on it under 'Addresses' section.

Issue descriptionChrome Version: 54.0.2840.10 (Official Build)3ac70db260b5806cecf9e550839807336b4016d6-refs/branch-heads/2840@{#116} 32/64-bit. OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4). What steps will reproduce the problem? 1. Launch chrome, navigate to chrome://md-settings/autofill and click on 'Add address' button. 2. Enter some details on 'Add address' overlay and click on 'SAVE' button. 3. Now, double click on added address under 'Adresses' section and observe. Nothing happen after double clicking on added address. 'Add address' overlay should get opened after double clicking on added address. This is a non-regression issue, seen from M-54 series as able to add address from build # 54.0.2799.0 Note: This issue is reproducible for added credit card details also. Kindly review the attached screen-cast for reference.

Editing requires clicking in the overflow menu "..." and selecting the "Edit" option. @tbuckley, dbeam: Do we want to have double click open the "edit" dialog, or is this WAI?
