security flags could use extra context

Issue descriptionThe security flags which turn on/off webservices which help users could use more context. "enable phishing and malware protection" - what does that actually do though? can you link to a faq or something that'll tell me, in more detail, what i should expect that feature to give me? Secondly, the whole advanced expansion is a cheap way out of doing reasonable UX. Why not have specific custom flag settings which advanced users could do (as it is now), but have a simplified ux that is always visible, which would offer users a simpler option: -- Keep me secure, send some data to Google -- Make me vulnerable but private ? :)

@tkonch: this was more feedback on the material design layout rather than specific functionality.

Might want to add "learn more" links to add additional context
