This is a feature request from the Blink Infra Roadmap sheet (https://docs.google.com/spreadsheets/d/1tO4cfhj_CtX-W8edIl6JD8qf0UWHVJyrzEJOun1I0J4/edit#gid=0), added last year and updated in February this year.

For example, the specification [ Mac -Retina ] would mean run all configurations on Mac except for Retina.

A note on the sheet: "Given that we've dropped a bunch of platforms, I'm really not sure that this feature is worth the complexity it'll add. Worst case is on the Mac you'd have to specify [ 10.9 10.11 10.10 ] instead of [ Mac -Retina]. I doubt saving one token is worth it."

I also think it's probably not worth it; Eric, you're name is listed on that sheet for this task now; do you agree with marking this task as WontFix?
