New Sheet ought to appear in the tab order in Google Sheets

Reproduction Steps: 
1. Enable Chromevox Next.
2. sheets.google.com
3. Attempt to tab to the new button to create a new sheet.
Expected: Somewhere, a new button or link ought to appear.
Actual: this does not appear to be the case. Note that i am attempting this with a new G-Apps for work account that does not have any sheets created.
